Anyone can pull a number out of a public file. The work, and it is the whole work, is knowing which question the number answers. We read the valley's business registers for a living, so here is one week, the week of August 17, 2026, counted three ways on the same read, with the question each count belongs to.
310: how much paperwork moved
The valley's cities and Clark County issued 310 new business licences that week between them[1]. That is the biggest honest number, and it answers an administrative question: how much licensing happened. It is also the number most likely to be quoted, because it is the number the files hand you first. Inside it are an out-of-state contractor licensed to work a job here, a company registered through an agent's office in another city, and other rows with no valley address at all. 135 of the 310 were like that.
175: who you could actually go and see
Keep only the licences issued to businesses with a Las Vegas Valley address and the week is 175[2]. This is the count a local vendor should care about, because it answers a commercial question: how many new operations exist here, in this market, reachable by a person with a car. When we publish a weekly figure, this is the one we lead with, and the 135 we set aside are the reason our number sometimes reads lower than somebody else's.
153: what the address column really says
Of the 175, the rows reading Las Vegas were 153, with 17 in North Las Vegas, 3 in Henderson, 1 in Boulder City and 1 in Overton[3]. But the city in a licence row is the address the business wrote down, not the government that issued the licence. A great deal of this valley has Las Vegas mail without being in the City of Las Vegas: Spring Valley, Enterprise, Paradise and Summerlin South are unincorporated Clark County. So 153 answers a neighborly question, who opened near me, and it does not answer a jurisdictional one. If you need to know what the City of Las Vegas issued, this is the wrong column, and no amount of confidence will make it the right one.
The same week, on two other clocks
A licence count alone flattens the market, because the registers do not move together. That same week the state's business filings showed only 2 new entities with Clark County addresses[4], a number that reads like a collapse and is actually a file still catching up on its paperwork. The building permit records logged 992 permits, 143 of them commercial[5]. And North Las Vegas, at 17 licences against its own 8-week average of 445[6], looked finished as a city, which it was not: licence files land in batches, and a light week usually means a clerk's queue, not a market. One week is a photograph. The judgment is in knowing which blur is the camera.
