When we read Henderson's business licence file on August 8, 2026, our copy held close to 11,900 rows[1], and 10,508 of them carried an expiration date already in the past[2]. Nearly all of those same rows were published as Active (7,963) or Active - Pending Renewal (2,495)[3]. Taken literally, the file claims most of Henderson's business community lapsed and kept trading anyway. Any analysis built on that literal reading, a market report, a compliance sweep, a mail campaign, would be confidently wrong about ten thousand businesses.
Test the hypothesis before trusting the column
Our first guess was replacement: renewals filed under fresh case numbers, old rows left behind. We checked, because a guess about data is worth nothing until it survives a query. Of the 10,508, all but 25 had no newer licence on file for the same name at the same address. So the rows were not replaced. The ordinary truth is that Henderson keeps the status column current and lets the date column age: a renewal flips nothing visible except that the business keeps being Active. Every public register we have read has a habit like this somewhere. The city deserves credit for publishing at all; the reader carries the duty of knowing which column to believe.
The stakes are software-shaped
A person doing one lookup can shrug at a stale date. Software cannot; it does the wrong thing ten thousand times before lunch. A program trusting the printed dates would have flagged 10,508 operating Henderson businesses as expired, and an eager one would have emailed every single one. When we loaded Henderson into SWCRM, the import treated a passed date as an old date, not a dead business, and produced zero expiry alerts from those rows. What it kept were the renewal dates still ahead, 486 of them on the day we looked[4], each stored with its read date and its file. That one judgment call is the difference between business intelligence and automated slander.
The re-read is part of the method
Eleven days later, on August 19, our copy of the file held 16,667 rows, 9,033 expired on paper and 6,926 with a renewal still ahead[5]. Henderson did not process 1,475 renewals in eleven days; our copy got fuller as more of the file reached us. That is a fact about the reader, not the city, and it is the reason every figure we publish carries the day it was taken. A number without its read date cannot be checked, and a number that cannot be checked is decoration.
So the working rules, earned the slow way: believe the maintained column, test your first explanation with a query, date every figure, and never let software act on a column you have not characterized. That is most of what business intelligence means at this scale.
